Expertise:
Dr. Boute came to Carleton University from the The School of Law at the University of Aberdeen. His research interests focus on renewable energy law and policy and the role of clean energy in the EU’s external development policy. He is a legal advisor to the IFC Russia Renewable Energy Programme that is part of the World Bank Group and has worked to advise the International Energy Agency (IEA), an autonomous organisation which works to ensure reliable, affordable and clean energy.
Major areas of research: liberalization of electricity and natural gas markets, promotion of renewable energy sources for electricity and heat production, investment protection in the energy sector, climate change law and energy efficiency, EU-Russian renewable energy relations.
