The establishment and maintenance of various regional intergovernmental organizations in the wider Black Sea area (WBSA) including the Organization of the Black Sea Economic Cooperation (BSEC) suggest that dependable expectations of peaceful change have developed in the Southeastern Europe. However, the security situation in the WBSA remains complex, as deep-rooted security in the region constitute major challenge to establishing the basic phase of a security community and facilitating genuine regional integration. This panel will seek to discuss the causes and consequences of the BSEC cooperation as well as the priorities for the member states participating in regional cooperation and other stakeholders in order to more deeply comprehend the nature of their intergovernmental cooperation.
