Discussion with UNHCR’s Madeline Garlick: Critical Themes in Global Forced Migration Policy Today

Join members of the Migration and Diaspora Studies program, Carleton University, and the Local Engagement Refugee Research Network (LERRN) for a discussion on critical themes in global forced migration protection policy and the role of research in responding to these themes. This event is being organized in collaboration with UNHCR Canada in the context of the Sergio Vieira de Mello Chair program.

A light lunch will be provided.

Our featured guest for this discussion will be Madeline Garlick, the Chief of Protection Policy & Legal Advice for the Office of the United Nations High Commissioner for Refugees (UNHCR). The discussion will be moderated by Prof. James Milner, Carleton University.

Dr Madeline Garlick is Chief of the Protection Policy and Legal Advice Section in the Division of International Protection at UNHCR in Geneva. In early 2018, she was Assistant Representative for Protection for UNHCR in Iraq. She was previously responsible for UNHCR’s liaison to the EU institutions from 2004-2013. She has served with the UN in Cyprus, and in Bosnia and Herzegovina, on legal issues related to the rights of displaced people. She has worked as a Researcher at Radboud University, The Netherlands, and at the Migration Policy Institute. She teaches at Sciences Po, Paris, at the College of Europe, Bruges, and at the Refugee Studies Centre, Oxford.

Dr Garlick holds a PhD degree from Radboud University, Nijmegen, The Netherlands, which was awarded with distinction cum laude and which won the Max van der Stoel Human Rights Award in 2017. She also has a Masters degree in law from Cambridge University, UK, and Arts and Laws (Honours) degrees from Monash University, Australia. She is qualified as a barrister and solicitor in Victoria, Australia.
