The Jean Monnet Centre of Excellence is very pleased to present the EU Policy Talk, “COVID-19 and European integration: A European rescue of the nation-state?” with Dr. Scott Greer, University of Michigan.
When COVID-19 first appeared in Europe in early 2020, pessimists saw a potentially terminal crisis for the European Union. Member states closed borders and competed for supplies instead of showing solidarity. But within months, European disunion and national egotism had been replaced by a commitment to work together and major new investment in health care, research, and vaccines. Even when shared vaccine procurement hit problems, EU member states persisted with their new and dramatic level of health integration. Why did they decide to solve their health crisis together, and will their commitment last?
Scott L. Greer is Professor of Health Management and Politics, Global Public Health and Political Science at the University of Michigan, and Senior Expert Advisor on Health Governance to the European Observatory on Health Systems and Policies, Brussels. His books include the edited Coronavirus Politics: The Comparative Politics and Policies of COVID-19 (2021) (open access link here) and Everything you always wanted to know about European Union health policy but were afraid to ask (third edition, Oct. 2021).
