The Jean Monnet Centre of Excellence will host a research seminar, “European Defence Policy: Another Case of ‘Failing Forward’ Integration” with Antoine Rayroux, Assistant Professor, Department of Political Science, Concordia University.
About the seminar: Faced with global power transition and US retrenchment, Europeans have recently taken a series of steps towards greater defence cooperation. This research seminar analyzes the case of European defence cooperation through the lens of the “failing forward” view of European integration, which argues that incomplete intergovernmental agreements lead to policy failure, which in turn triggers the next steps of integration.
About the speaker: Antoine Rayroux is an Assistant Professor at Concordia University (Montreal). His research and publications deal with the comparative foreign and security policies of European states, EU peacekeeping policies and transatlantic diplomatic relations between Canada and the EU.
