The Practical Certificate in Canadian Defence Procurement

NPSIA-PT&D is pleased to announce the pilot offering of our Practical Certificate in Canadian Defence Procurement with Dr. Philippe Lagassé, and company, this coming December 2026.

Join us for this timely, 2-day program where we provide an overview of Canadian Defence procurement from the perspective of government and industry. It will provide participants with an in-depth understanding of the Defence procurement process, how government officials approach Defence procurement and the challenges involved, how industry views military acquisitions and the hurdles involved with winning and negotiating contracts, and how government and industry can strengthen their relationships and mutual understanding as Canada increases Defence spending and investment in the Defence industrial base.

What you will Learn:

This workshop brings together a mix of former government procurement executives and industry leaders who offer a unique insight into the Canada Defence procurement process.  In this program we will examine the structural components of the Defence procurement environment and explain how government works with the private sector through the bidding and contract award pathways to acquire the materials and services necessary for Canada’s Defence commitments.


Learning Objectives:

Participants will develop an in-depth understanding of:

  • Canada’s Defence procurement processes and structures from project identification to close out.
  • How government views Defence procurement, including how officials assess risk, what considerations inform bid evaluations and contracts, and how relations with contractors are managed.
  • How industry views and approaches military acquisitions, investment decisions, bidding, and capability delivery and sustainment.
  • How the new Defence Investment Agency is changing how government procures and how the Defence Industrial Strategy is reshaping the Defence sector.
  • Common sources of tension or misalignment between government and industry, what how they can be overcome.
  • What opportunities exist for stronger partnerships between government and Defence industry today.


Who should attend:

This workshop is ideally suited to participants from both government and industry who wish to better understand Canada’s military acquisition system. The workshop will compare and contrast how procurement is seen from a public and private sector perspective and explore ways to bridge the gap between the two.
