Dr. Stephan Hobe, University of Cologne, Germany
Dr. Hobe discusses the evolving nature of powers of the EU in the area of foreign affairs, since the inception of the EEC in 1957. The Treaty of Lisbon has brought further substantive legal and administrative changes. The EU continues to seek to play a clearer and more forceful role in international affairs.
