CES Visiting Scholar Dr. Luca Ratti is the author of our latest EU Policy Brief, which discusses the European Union’s new Strategic Compass. The Strategic Compass, a document released in March 2022, is an attempt to streamline the EU’s security and defence strategy. It seeks to support the establishment of credible crisis management capabilities, including limited military instruments, but stops short of establishing a military force to manage international conflict. Luca Ratti is Associate Professor of History of International Relations at the University of Rome 3 and Adjunct Professor of International Relations at the American University of Rome. His research and teaching interests lie U.S.-European relations, NATO’s evolution, European security and defense policies, and international relations theory. He has been a visiting scholar at Carleton University for the Winter 2022 term.
