It is with great sadness that we announce the loss of Dr. Carl McMillan, professor in the Institute of European, Russian, and Eurasian Studies. He was instrumental in the creation of the Institute of Soviet and East European Studies (now known as European, Russian, and Eurasian Studies) and served as its Director from 1975 to 1981 and again from 1995 to 1997.

He sadly passed away in Ottawa, Ontario, on October 29, 2024.

During his 30 years at Carleton, Carl taught not only in the Institute but also in the Norman Patterson School of International Affairs, the Department of Economics, and the Sprott School of Business.

Professor Stephen Ferris remembers Carl in his own words:

Carl was a long time member of the Department and active participant in our First Friday (monthly) luncheon for retired Econ faculty.  While much of his teaching took place in what was then called Soviet studies, Carl was always a warm and supportive colleague when interacting on committee or met in the halls.  Carl’s academic work involved trade and investment arising between Canada and Eastern European countries, but in the department he was widely envied for having a place in Provence where he spent much of his off campus time.
