As of 12:30 AM, March 26:  This issue has been resolved.  Microsoft released a service update indicating that the Planner app service has been restored once again.

As of 8:30 AM, March 25:  ITS is aware of issues accessing Planner through the Office 265 apps. We are currently investigating and will update this page as soon as a resolution is found.
