Critical infrastructure are assets of physical and logical systems; essential to the minimum operations of the economy and government.  These assets are so vital that incapacity or destruction would have a debilitating impact on society.  Their failure or impairment would cause sustained shortage of supplies, cause significant disruptions, or negatively impact public order. As our society is increasingly networked, the interactions (dependencies and interdependencies) have become more complex and difficult to manage.  In this introductory program, we explore these management challenges.

About this workshop:

This two-day program (offered over 4 half days) provides an introduction to Critical Infrastructure Protection (CIP), including the basic concepts and frameworks, explanations for accidents and policy challenges in assessing criticality and promoting resilience.  We conclude with a discussion on skills, competencies and capabilities relevant to protection practices.

Learning Objectives:

  • understand the key concepts involved in critical infrastructure protection,
  • appreciate the different explanations for why accidents occur and evaluate policy solutions,
  • compare different factors involved in assessing criticality,
  • apply different approaches to resilience within the public and private sector,
  • understanding Risk and the function of Risk Assessment in the CIP context,
  • review professional skills, competencies and institutional capabilities that are essential to effective CIP practice.

Your Instructor: Dr. Stephanie Carvin

Stephanie Carvin is an Associate Professor at Carleton University and a former national security analyst. She holds a Masters and PhD from the London School of Economics and is the author of Stand on Guard: Reassessing Threats to Canada’s National Security (University of Toronto Press, 2021), which was nominated for the 2021 Donner Prize. She is also the co-editor of Top Secret Canada: Understanding the Canadian Intelligence and National Security Community (University of Toronto Press, 2021) and co-author of Intelligence Analysis and Policy Making: The Canadian Experience (Stanford University Press, 2021).
