Carol Lutes Racine’s nine years at the Ottawa Citizen immersed her in political and socio-economic issues. In 1971 she was asked to direct the first federal Office of Equal Opportunities for Women, leading the effort to make the public service more representative. A 30-year career in the federal government followed, in such roles as director general of communications in the Department of Regional Economic Expansion and at Labour Canada. The Carol Lutes Racine Scholarship in Journalism and Communication is an in-course scholarship awarded annually.
