International students in Canada must apply for an extension of status before their current study permit expires. Often a student’s passport expires on the same date. Getting a new passport is normally the first step, before applying for the study permit. 

If you face delays in getting your passport, you can and should apply on time to replace your expiring study permit. Immigration, Refugees and Citizenship Canada will accept study permit renewal applications with a current (or recently expired) passport and an explanation letter. The new passport can be added to your application later. 

As long as you apply on time, you can continue to study and work in Canada without interruption, even if it takes a while to get your new passport and study permit.
