Jeff Collins
Manager of Policy, Evaluation and Legislative Development, Department of Agriculture and Land, Government of Prince Edward Island
PhD in Political Science, 2018
Since graduating from Carleton I continue to split my time between the corporate consulting world, think tank publishing, academia, and the public service.
Based in Prince Edward Island, I work remotely with the Ottawa-based strategic consulting firm, Samuel Associates, as their first ever Strategic Research Associate. In this role I provide market analysis, business development, and procurement insights for the firm’s wide array of domestic and global clients in the defence and security sectors.
Outside of consulting I also maintain an active publishing profile with key Canadian defence and foreign policy think tanks like the Canadian Global Affairs Institute, Macdonald-Laurier Institute, and Policy Insights Forum. I’ve parlayed these experiences into teaching positions at the University of PEI. I was fortunate to complete an Assistant Professor contract in Political Science recently and I still maintain Adjunct status there where I teach International Relations courses at the graduate level.
Finally, I am the manager of policy, evaluation and legislative development for the Department of Agriculture and Land with the Government of Prince Edward Island. My provincial public service career has taken me across the country and in 2019, to the United States as part of a State Department leadership program. Its been a fascinating few years!
Carleton was the launch pad for my career in more ways than one. First, were the networking and personal relationships that come with living in the nation’s capital. Second, the high calibre research skills you develop. Third, the ability to learn from leading scholars like Professor Elinor Sloan, my supervisor.
