Muthukumar, Janakan

PhD Candidate (Legal Studies)

Janakan Muthukumar’s doctoral research examines the role of international law in shaping Canada’s nuclear weapons policy between 1957 and 1984, with particular attention to how legal norms influence national security decision-making and state identity. His research is supervised by Professor Sean Richmond.

Beyond his dissertation, Janakan’s work explores broader issues in international law and international security, including cyber security, cyber espionage, and the regulation of artificial intelligence. He also engages with the theory and practice of foreign policy, as well as topics related to human rights, humanitarian intervention, and the role of international organizations in responding to global crises.

Janakan is a member of Carleton’s Board of Governors for the 2023–24 and 2024–25 terms, and will serve on the Carleton Senate Quality Assurance and Planning Committee in 2025–26.
