Violations and Appeals
Have you received a parking or traffic ticket on the grounds of the Carleton University campus that you would like to pay or appeal?
Carleton University parking or traffic fines must be paid to Parking Services within thirty (30) days, as outlined on the reverse side of the offence notice. An early payment discount may apply if the parking fine is paid within seven (7) days of ticket issue date without appeal. This early payment discount is waived upon appeal.
How to pay or appeal a ticket:
You can pay a violation in the following ways:
- Online at carleton.parkadmin.com through your ParkAdmin account. Login or create an account.
2. In person at our office location: 204 Pigiarvik (ᐱᒋᐊᕐᕕᒃ) (formerly Robertson Hall), open 8:30 a.m. – 4:30 p.m. Monday – Friday.
3. Mailing a cheque to our office: please make your cheque payable to Carleton University and mail it to Parking Services. Please make sure to include the Ticket number on the cheque. Do not mail cash payments to Parking Services.
Appealing a Ticket – Parking and Traffic offence notices cannot be withdrawn or cancelled except through
the prescribed appeal procedure which is outlined on the reverse of the ticket. Appeals must be filed within 14 days of the issue date of the Infraction Notice – late appeals will NOT be accepted. Ticket numbers that have passed appeal date eligibility will not return when/if queried in the ParkAdmin system. This is the only avenue of Appeal. No fine reduction is possible upon expiry of the Appeal period.
Failure to pay fines may result in the outstanding charges being billed to student accounts in the Business Office (students), and/or submission for collection by Payroll deduction through Human Resources (staff/faculty). Failure to settle parking fines through internal methods will result in overdue accounts being turned over to external collection agencies for recovery. The collections agency currently contracted by Parking Services for overdue accounts (outstanding fines/violations) is D&A Group Services.
In the event that parking fines remain outstanding at the time of annual parking permit renewal, permit applications will not be processed by Parking Services until full payment has been satisfied by the permit holder.
Follow these steps to appeal your ticket:
- Log on to your account or create an account at carleton.parkadmin.com
- Ensure that the vehicle that received the ticket is registered to your account. To register a vehicle, click on “Vehicles” at the top of the screen
- Click on “Appeals” at the top of the screen
- Select the violation you would like to appeal, write and submit your appeal
You will receive a decision via email within four (4) weeks of submitting your appeal. Please ensure that your ParkAdmin profile contains a valid/correct email address, as Parking Services will not be responsible for any misdirected communications from the ParkAdmin system. Decisions are final and binding.
Please note that tickets issued on campus may not immediately display on the system as handheld ticket writers operate in an off-line mode. If the ticket number that you are trying to appeal does not return on your initial query attempt, please allow twenty-four (24) hours for the ticket to download into the ParkAdmin system.
Please Note
By appealing your parking violation ticket, you automatically forgo the early payment discount should the ticket be upheld.
Grounds for an Appeal
Parking Services will NOT consider granting any appeal based on the following grounds:
- Ignorance of the Carleton University Parking and Traffic Regulations
- Failure to observe signs posted throughout campus.
- Unauthorized parking for only short periods of time.
- Not having proper change or payment card(s) to pay for parking.
- Claiming that the CALE parking meter was not working – other machines and payment methods are available!
- Lack of convenient parking or “close” parking.
- An entity other than Campus Safety Services (Parking Services) provided authorization for “special” parking arrangements.
- Inclement weather.
- Incorrect make, colour, etc. Please note that the only piece of vehicle information that must be correct are the licence plate details.
